Unidentified Phone patches

Hearing some phone patches on frequencies centered around 16400 USB

Phone ringing tones can also be heard. 

Frequencies so far spotted include:-

16375.00 / 16381.00 / 16393.00 / 16405.00 / 16415.00 / 16420.00 / 16426.00 

Monitoring other WEB SDR's I suspect its African / Middle Eastern in origin - Any ideas ?
