Feature request: on demand user kick based on local/password traffic

Hi John @jks,

I was wondering if it would be easy to implement this feature. For instance, in my case I keep 2 reserved channels for local experimentation, but in principle they could be useful during the night to others. Since I don't really like to go into the admin page and kick people manually, it would be nice to choose an auto kick for a number of channels. Since you're already working on autoban and kick... :-D
