import tool for dx.json

I am going to adapt my merge tool to do import of non-json data and then export a dx.json file. What format should the imported data be in. My own preference is a simple flat ASCII file but what do others want.

The goal is too create a new xxx.json file that can be then merged with your existing fx.json file.
