Why not include in the distro something called dx.blank which as the name implies is an empty dx.json files that has the correct format. People can swap that in in place of dx.json if they wish and let it be the start of the their own local dx log.  I find a lot of stations use the existing distro's dx.json as a starting point and it never accurately reflects what they have or can actually receive at that location.  Many people probably hesitate to hand edit the file.
