I have a camper on that frequency that even reconnects after a reboot. I don't mind that much. Just wondering.

If you switch to the "community" DX label database (hit the backslash key '\' a couple of times) it's listed as the HFGCS PAC FSK frequency (https://en.wikipedia.org/wiki/High_Frequency_Global_Communications_System)
So it's one of those people that like to monitor those things for, I dunno, early warning of the end of the world or something.

Yes; 22.7 kHz is used by E6s over the CONUS Pacific Coast to relay EAMs to subs as FSK data.
I think I do use your SDR to monitor 11175 kHz sometimes (I rotate through many SDRs to avoid burdening any one individually) but I don't think I've used yours for FSK. Most public SDRs don't seem to be set up to get good reception of the VLF frequencies.
It seems a bit of a waste to have people camping on SDRs that can't pick the traffic up so I reckon you'd be in your rights...
