  I think the ITU Marine HF channels would be a good addition as they are an international allocation and good for a worldwide generic database. See about 1/2 way down this page

  Likewise I think the ICAO Aeronautical High Frequency Enroute Network Major World Air Route Areas - MWARA allocations would also be a good basis for a worldwide generic database.
