yes, it is 2G ALE
... it looks like the MIL-STD-188-141A or Automatic Link Establishment (2G ALE), except that it is not decoded, it would seem a type of encrypted audio rather than a digital only transmission and ends the transmission with a series of morse signals (CW). So I'm convinced it's an amateur radio digital broadcasting system that I can't recognize.
if you want to hear it, it is now broadcasting on the 3.607 Mhz frequency
The 8-ary tones that ALE uses are somewhat unique to ALE. After the linking there is no restriction on what info is sent.
order radios might be using 2G ALE and 39T modem for data and/or digital voice
