For security reasons a number of operations can only be done from the same "local network". This means the network "IP address" of the device accessing the Kiwi must be in the same range as the Kiwi. Example: 192.168.1.xxx, where xxx is 1 to 255. So your Kiwi might be on .100 and .32 for your laptop/PC (computer) running the browser.
Most Internet routers will do this even if it has both wired Ethernet connections and WiFi (assuming your computer is WiFi connected). But some will not. If you are trying to upload from a phone on a cellular network connection for example this would be a non-local network.
