Naval transmission 16618 khz @ 0900 utc

Recently noted a 6 kHz wide transmissions with to me unknown encoding originating from Shanghai area. Audio sounds pulsed with approx 155 ms bursts and the side bands around the center frequency seem independent but synchronised. Possibly related to Shanghai naval base. IQ file included if anyone wants to have give it a look over.
