wspr bands not working [WSPR transverter check incorrect]

after the upgrade to v1.123 the only wspr band I see is 23 cm

    browser cache issue OK now

    got there by changing offset from 10 to 0, now back at 10 and a refresh

    This is actually a bug. The WSPR code incorrectly thinks a transverter is in use when the "coverage frequency low" on the sdr.hu tab is anything but zero. It should really be when low and high are both > 32 MHz. I'll fix in the next release.
