Message From Admin To All Users - possible?

Say that I want to, or need to, reboot the modem/router. Or I want to change antenna. Or right now, KUAU-1570 in Hawaii has a strong signal. And I want all users to know, now. How about a function in the Control tab for a short message from Admin to all users? Maybe it could display on the waterfall as a temporay text box, lasting, say 10 seconds. Number of characters could be very limited.
