What is the correct way to log a DGPS station?  Center Freq, Offset ?

I log them center frequency CW. That seems to be in agreement with the Coast Guard site:

Yes, I have seen those. My question is what kind of ID is it. Ref. ID and TX ID are another value and is it an FCC callsign?

I'm not certain about this, but I think that the Navy, Coast Guard, and Marine Corps use tactical call signs that begin with N. So NMY-52 would not be a FCC issued call sign, but rather a Service issued tactical call sign. I'm not real sure what input the FCC has in regards to the military radio usage. Is it advisory, or regulatory? I don't know.

yes those are Callsigns which means every DGPS TX has 3 forms of id.
