Number station on 8992Khz?
Interesting - tonight my SNR is the best it has ever been - around 25/25DB at one point.
Was scanning through the 8Mhz aeronautical and saw this:
I only caught the tail end of it.

It's a common US HFGCS frequency, and they are sending an encoded Emergency Action Message (EAM)
Nothing to worry about (yet) these are very common transmissions.
But I'm pleased your SNR is creeping up :-)
