Short answer, no.
I don't know the details. But isn't VARA closed source? There is a protocol spec I believe. But perhaps not enough to implement an open source version? I don't know anything about VarAC.
Plus that whole subject seems to be a political hornets nest. Reminiscent of what happened with ROS. I'm personally not interested in getting in the middle of anything like that. I've got enough problems.
That said, if someone wants to implement one I'll be happy to help get it integrated into the extension framework.
Update: Just read the VarAC terms-of-use. Closed as closed can be. Charges for commercial use. No reverse engineering permitted. So that means if someone shows up with a supposed open source implementation I'll be very reluctant to integrate it out of legal concerns. Which is of course the intended effect of TOU wording like that..
